Description:
The objectives of the course are to gain knowledge about restorative justice and its application in criminal cases and to develop competencies for the implementation of the standard method of victim-offender mediation.

Learning outcomes:
ompare different social approaches to offenders
Explain the theories underlying restorative justice and evaluate their contribution to out-of-court settlement / victim-offender mediation
Compare the characteristics of different models of restorative justice in the world
Interpret the criteria for the application of victim-offender mediation (VOM) in pre-trial proceedings in the Republic of Croatia
Present a criminal report in accordance with the criteria for imposing VOM
Choose a specific method of VOM depending on the implementation criteria
Implement/conduct a standard method of VOM
Define criteria for evaluating the effectiveness of out-of-court settlement and critically evaluate the results of out-of-court settlement evaluation in the Republic of Croatia
Defend the attitude about the benefits of VOM/mediation in criminal proceedings

COURSE CONTENT

Students' motivation, expectations from the course, agreements, flyer. Conceptual framework for a restorative approach/ restorative justice (RJ), diversion measures, alternative and informal sanctions, RJ principles.
Work in small groups on the expectations of the victim and the perpetrator from the court proceedings.

Definitions and theoretical basis of restorative justice. A review of psychological and sociological theories. The focus of the theory in relation to the perpetrator, the victim, the community.
Work on the text and protocols on RJ theories.

Four models of restorative justice (family conferences, VOM, circles, reparations councils).
Protocols for models and their comparison.

Legal framework, preparatory procedure, special obligations, legal and professional criteria for the selection of informal sanctions. Differences between court and out-of-court proceedings, advantages.

Guest lecturer from the State Attorney's Office: analysis of criminal charges, emphasis on selection criteria, experiences, evaluation and work on examples from practice, and non-specific cases (together lecture and exercises).

Out-of-court settlement in the Republic of Croatia. Development, process and course of ISN.
Work on a concrete example.

Steps in VOM.

Methods and techniques of mediation in joint conversation.

Rights, needs and interests of the crime victims after the criminal offense. Experience and experience of the victim with an out-of-court settlement/VOM.

Role play: Working on examples from application to performance - the whole process.

Latest research results of the model isn in the world and the Republic of Croatia. Feedback on the course.

EVALUATION AND EVALUATION OF STUDENT WORK
The exam is written and consists of 10 questions, each is scored with 2 points (1 partial and 2 complete answer), and the grade is scored as follows: 20 and 19 = 5, 18 and 17 = 4, 16, 15 and 14 = 3, 13 and 12 = 2.
If students opt for a project to mark International Restorative Justice Week, they will automatically receive 2 points on a written exam that will then contain a total of 9 (not 10) questions.
Agreed homework that is not completed, implies that in the next lecture / exercise the student receives a minus, or absence from class, regardless of whether he is present or not.
